Thirteen Latin American countries work on investigative procedures in prisons at a workshop organised by EL PAcCTO
With the commitment to support the development of penitentiary intelligence in Latin America, EL PAcCTO organised a workshop in Lima, Peru. Through its penitentiary component and with the collaboration of the police component, the programme funded by the European Union and managed by the FIIAPP and Expertise France has brought together 13 countries in the region.
Over two days, the activity organised in particular by the Italo-Latin American Institute (IILA) and CIVIPOL brought together European and Latin American experts to exchange experiences and tools on the priority issues in the fight against the infiltration of organised transnational crime into the penitentiary systems of Latin America. Developing improvements in the collection and centralisation of information is a priority for many of them, since, in many cases, information is lost in the communication between police and judicial forces.
Representatives of the National Penitentiary Institutes, police forces and authorities of the Ministries of Justice of the participating countries worked together and within their competences in the development of investigation techniques in prisons, citizen security, processing of prison information and good use of sources.
The problem of penitentiary systems in the region requires common action protocols so that each institution provides concise information that complements the other’s function. The more efficient the system, the greater the possibility that it will contribute to protecting the community from the risks associated with the dangers posed by inmates, reducing recidivism rates and working in favour of social reintegration. For these purposes, the prison environment must be safe, reliable and legal.
