The FIIAPP and Casa de América have welcomed the debate on the need to evaluate public policies and the potential of the project
The public presentation of EVALÚA in Madrid has served to demonstrate, through two evaluation experiences, the ability of the European project to directly influence the improvement of the national policies of the associated countries in Latin America and the Caribbean.
To this end, the meetings organised in Casa de América and the FIIAPP, which manages the Triangular Cooperation project, have been attended by Teodora Recalde, General Director of Budgets of the Ministry of Finance of Paraguay, and Janet López, Management and Evaluation Director in the Planning and Budgets Office of Uruguay . Both institutions are associated with EVALÚA and have been collaborating with the project since 2014.
In her speech, Janet López explained how the evaluation in her country is directly linked to the SDGs and the interest they have in extending it to the entire public sector, thus generalizing an evaluative culture . For her part, Teodora Recalde stressed that evaluation is the means the Paraguayan Ministry of Finance has to guarantee the quality of the goods and services that are delivered to citizens.
In addition, Miguel Ángel Lombardo, Director of the EVALÚA project, and Juan Manuel Santomé, Director of EUROsociAL+ , spoke, emphasizing the need to ensure the continuation of the project, given the relevance shown in the interaction it has managed to create among the countries involved.
The New European Consensus on Development particularly highlights the dynamics of South-South cooperation and, in this line, the EVALÚA project, from the perspective of triangular cooperation, contributes to this mandate and strengthens the development in transition .
