More than 2,700 twinning projects have allowed peer cooperation with countries close to the EU, with FIIAPP as one of the main operators

The Twinning projects are the reference cooperation model in the European Union . Created by the European Commission in 1998, these have become a useful and successful tools in supporting countries that are candidates for or near the EU in adapting their legislation or institutional framework to the EU through the exchange of experiences.
The twinning projects continue to evolve after 20 years and with more than 2,700 initiatives already done., . Originally conceived to facilitate the process of joining the EU, they now include countries in the neighbourhood policy. The extension of the instrument to other regions, such as Latin America and the Caribbean, is now being considered due to its potential.
Johannes Hahn, European Commissioner for Neighbourhood Policy and extension negotiations, said that this anniversary is “an occasion to celebrate and reflect on past achievements, as well as on future prospects.” The fact is that the twinning projects provide “an added value to promote modernisation, the EU values, and encourage change, stability, security and prosperity in all neighbouring regions”.
Adding to the public administration reforms in countries near the EU is the main objective of the Twinning projects. Assistance from specialists in different areas from the member countries, also from Spain.
The programme is coordinated by a focal point in the MAEUEC (Ministry of Foreign Affairs, European Union and Cooperation). The FIIAPP manages the participation of Spanish administrations in the projects. With European funds, it works with the Ministries or the Autonomous Communities that have gone through similar reform processes in our country.
Linked to Twinning since its inception, the Foundation also celebrates its 20th anniversary and has participated in the management of more than 350 projects of this kind, becoming one of the leading European operators .
Its achievements include making the donation and legal transplantation of organs a reality in Moldova together with the Catalan Transplant Organisation. In 2013, the twinning project made the country start to work following the Spanish system, thus improving the its citizens’ health.
Moreover, together with other European operators, it contributes to developing this instrument with its participation and involvement in different working groups on the future of Twinning.
