El programa SOCIEUX+ apoya al IPES en la mejora de los servicios a los trabajadores informales de Bogotá (Colombia), como la formación profesional
Despite recent political stability and economic development, Colombia continues to struggle with high unemployment rates – above 13% in big cities – and high levels of work in the informal sector – 51% of employment in 2013. Many of the people displaced to Bogotá as a result of 50 years of armed conflict were pushed to work in this sector, a situation aggravated by the low levels of education and labour competition.
For this reason, the Institute for Social Economy (IPES) offers a wide range of services to these workers through different programmes. To assess their impact, the Colombian government has requested assistance from the SOCIEUX+ programme for social protection, work and employment.></93 This programme is funded by the European Union and managed by the association led by Expertise France , with the participation of the FIIAPP, Belgian International Cooperation on Social Protection ( BELINCOSOC ) and Belgian Technical Cooperation (ENABEL).
The objective in this case is to support the IPES in improving the services provided to informal workers: vocational guidance, professional training or support for formalization. For two weeks, programme experts have assessed the strengths and weaknesses of the current IPES programme . In particular, they have organized focal groups and conducted interviews with individual street vendors. They also visited help centres run by the IPES, spoke with their officials and participated in round tables with stakeholders.
In this first intervention, the main results, challenges and problems were identified, as well as a set of recommendations for a new phase of cooperative support.
