ACTUE Colombia provided support in drawing up the “Integrity Review”, which offers the first results after examining the country’s public integrity system.
The Department of Public Affairs and the Secretary for Transparency of the Presidency of the Republic of Colombia have organised, with the support of the FIIAPP Project ACTUE Colombia, the launch of “Integrity Review“, developed by the Organisation for Cooperation and Economic Development (OCDE). The aim is to present the results of examining some aspects of transparency and public integrity in Colombia.
This study focuses on three aspects. Firstly, guaranteeing a complete and coherent integrity system as part of of building peace, coordinating anticorruption policies, increasing territorialisation and strengthening the Secretariat for Transparency. Then, strengthening current policies and practices to promote a culture of integrity through the construction of institutional frameworks, public ethics and the management of conflicts of interest. And finally, implementing a risk-based focus in the public administration. The report also gives important recommendations for improvement based on the participatory process used to draw it up, which relied on public and private Colombian stakeholders as well as experts from Germany, Argentina and Sweden.
The event was inaugurated by the Secretary for Transparency, Gabriel Cifuentes, who highlighted the importance of strengthening the Secretariat for Transparency as a key institutional stakeholder, and the Director of Public Affairs, Liliana Caballero, who reiterated the OCDE’s recommendations to set up a “triangle of integrity” with the public administration, a corps of skilled public servants and citizens who participate in caring for public affairs.
After the presentation of the content by the Subdirector of the Department of Public Governance and Territorial Development, Luis de Mello, a panel took place moderated by Karen Hussmann, Director of the programme ACTUE Colombia, based on a series of reflections on how to strengthen public integrity in the post-conflict setting.
What is ACTUE Colombia?
ACTUE Colombia is a delegated cooperation project funded by the European Commission and managed by the FIIAPP which supports the Colombian Government in increasing its capacity to prevent and combat corruption in a more efficient way.
The project has been providing technical assistance to the Secretariat of Transparency, Public Affairs and other Colombian public bodies since January 2014 in order to promote better standards of transparency and public integrity.
