The twinning project with the Maghreb country for the “governance and integrated management of water resources” is coming to an end
The European Union’s twinning Project “Governance and integrated management of water resources in Morocco” is the culmination of two years of work to strengthen institutional and technical capacity for the governance and integrated management of water resources at the Ministry of Energy, Mining, Water and the Environment of Morocco.
Among the three specific aims of the project, Spain has participated in a part of the project financed by FIIAPP: drawing up the Hydrological Plan for the Sebou River Basin. The Sebou river basin has been chosen as a pilot area for adapting Moroccan hydrological planning to the requirements of the EU Framework Water Directive (DMA).
With these aims in view, Spain, – in cooperation with its European partners – France leading the project and Romania as another partner – has facilitated the exchange of experiences through a range of workshops, training seminars and lectures, with experts from various Hydrographic Confederations (Tajo, Júcar, Guadalquivir, etc.), of the Ministry of Agriculture, Food and the Environment, and the Catalan Water Agency.
These experts have provided methodological assistance in defining the boundaries of the bodies of water, designing quality and quantity control networks for these waters (both superficial and underground), monitoring the pressures affecting them (climate change and recurrent periods of drought) and evaluating their condition.
They have also collaborated in the introduction of a programme of measures to include an economic analysis and concordance with the DMA.
As the end result, the experts have devised a series of methodological and manual records, with the intention of exporting the proposed methodology to other Moroccan water basins.
