Within the framework of the project to fight organised crime and drug trafficking in Peru, a course on investigative techniques was held in Puerto Maldonado, in the Peruvian Amazon region, for various Peruvian authorities.
Puerto Maldonado, located in an area with problems related to mining and illegal logging, human trafficking, and drug trafficking, was the site chosen for training experts from diverse Peruvian government institutions, such as law enforcement, judges, attorneys general, and prosecutors on key themes like crime scene management; collection, preservation, and use of evidence; interview and interrogation techniques; techniques for forced entry and seizure; and special operations.
With the participation of experts from the Spanish Civil Guard and French police officials from the Martinique-based Inter-Ministerial Centre for Anti-Drug Training (CIFAD), the course is one of four activities aimed at providing training and technical assistance implemented in the past month in the country.
Additionally, they exchanged experiences on how to handle national and international coordination between the various security forces, relations between judicial authorities and the police, criminal analysis, and police reports.
The technical coordinator for the project, Gerard Muñoz Arcos, highlighted the fact that the course covered ‘new trends in the production of synthetic substances, how easy it is to produce them, and the lack of effective prosecution of this crime due to the ease with which these drugs can be manufactured and sold over the Internet. The purpose was to shine a light on the latest drug problems and the changing nature of this market and the profits at stake’.
The project, managed by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) and funded by the European Commission, aims to support the Peruvian government within the framework of the budgetary aid being provided to the National Anti-Drug Strategy (ENCLD).
