The cooperation programme of the European Commission, EUROsociAL II,held a workshop from 3rd to 5th November on Workforce Planning for Healthcare in Uruguay in collaboration with the Uruguayan Ministry of Public Health(MSP) and with the support of the Spanish Cooperation Training Centre (AECID), which hosted the workshop at its facilities.
The workshop was aimed mainly at the MSP, which in 2010 created the Division of Evaluation and Monitoring of the Healthcare Workforce. One of its objectives was to assess the gaps in care at the territorial level in order to properly distribute human resources. In addition to other key institutions, the following participated: the State Health Services Administration and the Medical and Nursing Schools of the University of the Republic.
It involved sharing tools for making projections and supporting workforce planning processes with the aim of improving equity in the territorial distribution of human resources for healthcare. Although Uruguay has enough professionals, their territorial distribution is very uneven, with too many of them concentrated in Montevideo.
The workshop was moderated by Dr. Beatriz González López-Valcarcel and Dr. Patricia Barber of the University of Las Palmas de Gran Canaria, experts on the formulation and use of planning models for workforce planning in healthcare. They used real data from Uruguay to ensure that the workshop met the needs and expectations of the participants.
The conclusionsof the workshop will be part of the contributions to the Global Health Workforce Alliance, a partnership of numerous organizations promoted by WHO with the mission of promoting actions to address the shortage of healthcare professionals.
This activity is part of the action to improve equity in the reform of healthcare systems of the EUROsociAL II Programme being executed by the Spanish Foundation for International Cooperation, Health and Social Affairs (FCSAI) and the Ibero-American Social Security Organization (OISS), as operational partners, and the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), as theprogramme’s coordinating partner.
