The Spanish tax agency (AEAT) shares its experience in mass control of taxpayers with the Colombian Directorate of National Taxes and Customs (DIAN). Two civil servants from the DIAN had the opportunity to learn about different systems developed by the AEAT for auditing taxpayers.
The EUROsociAL Programme, financed by the European Commission and managed by the FIIAPP, sponsored this visit, which took place from 29th to 31st October at the AEAT headquarters in Madrid and included the participation of civil servants from the AEAT’s Sub-directorate General of Information Analysis and Fraud Investigation Technologies and the Department of Financial and Tax Inspection, and the DIAN.
This visitaddresses the need identified by the DIAN for advising to help it develop a computer application for mass control of taxpayers and was managed as a result of the request submitted by Colombia to the EUROsociAL Programme within the framework of the “Voluntary compliance with tax obligations” action in the Programme’s Public Finance area. It was coordinated by the FIIAPP, and its operational partners are the Spanish AEAT and IEF, and the CIAT.
During the three days of work, the Colombian civil servants had the opportunity to learn in detailabout the ZUJAR tool, which processes information stored in existing databases in order to select taxpayers for audits, and the PROMETEO application, a computerized auditing method that processes accounting information and computer records obtained from taxpayers and compares them with information from tax inspections.
