Thus far, the General Budget of the Nation (PGN) of Paraguay had 527 programmes budgeted, which led to around 1,200 requests for budget modifications per year because these programmes were not supported by any type of planning and, therefore, failed to meet the priority needs of the population. Moreover, the existence of a great number of programmes generated, from the standpoint of execution, delays in the delivery of public goods and/or services, which finally translated into low-quality provision for citizens.

The new orientation of the 2015 budget year, expressed in Decree 1560/2014, will make it possible to better direct public resources towards the needs of citizens. The 2015 PGN will be a budget comprised of fewer programmes based on the Strategic Plans, oriented towards results, with a medium-term vision, and it will be more efficient and flexible. It seeks to organize different government and community levels to improve planning, provision and evaluation of public services. In addition, the PGN represents an improvement in the effectiveness of public action through the incorporation of recommendations originating in the evaluations of different policies.

The PGN will allocate budget resources in a clearer way to obtain concrete results through the inclusion of different actions in the strategic axes defined in the National Development Plan. The first of these axes is the fight against poverty and support for social development.

With all of this, the government action will be oriented towards generating greater social inclusion and quality of life for the population. Thus, one of the objectives of the PGN is to create conditions for increasing wages with equality between men and women.
