The role of the Spanish Self-Governing Communities in stimulating employment

The seminar is being held today at the Training Centre of the General Social Security Revenue Office under the title “Helping the unemployed find work: the key role of stimulus policies in the Self-Governing Communities”. Its objective is to analyze the experiences of other nations in the area of employment stimulus policies and to identify opportunities for improvement in the Spanish model.

This workshop, organized jointly with the Ministry of Employment and Social Security (MEYSS)and the Organization for Economic Cooperation and Development (OECD), is being taught by international experts from the OECD and administrations and universities of other countries. In addition, it is part of the Best Practices Programme of the MEYSS and specifically targets the Director Generals of the public employment services of the Spanish Self-Governing Communities. Its purpose is to show the Self-Governing Communities, because of their crucial role in implementing these policies, the models adopted in other countries, both successful and unsuccessful, and to foster a debate on the new challenges and possible solutions of the future.

Along these lines, the programme includes presentations on the management of the decentralized employment services in Canada, the transformation of these services towards a results-oriented evaluation of programmes in Germany, and the experience of Ireland, which has replaced its passive approach to employment policies with an active one.

The seminar was opened by Spain’s Secretary of State for Employment, Engracia Hidalgo Tena; the Director of Employment, Labour and Social Affairs of the OECD, Stefano Scarpetta; and the Secretary General of the FIIAPP, Beatriz Carnicer.
