The inauguration of the twinning project “Improvement of the enforcement system in the Republic of Croatia”, financed with European funds under the 2010 Instrument for Pre-Accession Assistance, took place on 3rd June in Zagreb (Croatia). This is one of the last twinning projects to be carried out in this country, as it is now part of the European Union (EU). The project, managed by the FIIAPP, brings together the Croatian, Spanish and Hungarian Ministries of Justice and has the overall objective of developing an efficient civil enforcement system to reduce the case backlog in the courts.

The project was presented by Joaquín Silguero Estagnan, General Secretary of Justice, as the head of the project on the Spanish side. The Croatian Deputy Minister of Justice, Sandra Artukovic Kunst, Croatian Supreme Court Justice in the Civil Law Department, Jadranko Jug, and the Spanish and Hungarian ambassadors to Croatia, Rodrigo Aguirre de Cárcer y García del Arenal and Iván Gábor, respectively, also participated in the opening ceremony.
This project supports the Republic of Croatia’s interest in making progress in the adaptation of its judicial system to European standards, thereby meeting the obligations acquired in its Treaty of Accession to the EU. Thus, this initiative includes a series of measures aimed at strengthening the competencies of civil servants in the area of enforcement and judicial monitoring; increasing cooperation and coordination between the institutions involved in civil enforcement; and improving citizens’ perception of enforcement, thereby increasing their trust in the judicial system.
This is a highly ambitious two-year project which is being implemented in conjunction with the Hungarian Ministry of Justice and which involves a large number of institutions and experts. This twinning project is backed by the extensive experience of Spanish and Hungarian institutions in civil enforcement, harmonization of the judicial framework and adaptation of legislation to the laws of the EU.
The Croatian institutions have been making great efforts in the area of enforcing court judgments and in the transparency and efficiency of the judiciary in general. These efforts have also been supported by another two recently closed twinning projects implemented by the FIIAPP: “Strengthening professional competencies and the efficiency of the judiciary in Croatia” and “Professional development of judicial advisors and state attorneys through establishment of a self sustainable training system”.
