The Chilean Council for Transparency took part in an Exchange with European institutions driven by the FIIAPP to start up the ‘On-line Council’, an initiative designed to encourage community participation.

A delegation from the Chilean Council for Transparency (CPLT) led by its Chairman, Jorge Jaraquemada, visited the United Kingdom, Belgium and Germany to share experiences on the subject of transparency and community participation. The International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) – as coordinating partner of EUROsociAL – and the Distance Learning Centre for Economic and Technological Development (CEDDET) – as operating partner – in the framework of the Democratic Institutions Area, sponsored this visit, which ended on 8 February.
The Chilean organisation had already attended a meeting at the FIIAPP headquarters in Madridon 26 January, during which its Director General, Raúl Ferrada, stressed the importance of learning about “equivalent experiences, to be able to learn from these experiences and use best practices”.
The visit had an agenda that included meetings with the United Kingdom’s Information Commissioner’s Office(ICO) in Manchester, and with the HM Government E-petitions in London, as well as a session with British NGO MySociety. The team from the CPLT then travelled to Brussels to learn about European Parliament strategies and work in this area, including the introduction of an e-petition platform by this institution. On this occasion, the delegates also visited the European Commission Development and Cooperation EuropAid where they met Marc Litvine, Head of Sector DEVCO and Florian Luetticken, Project Manager of DEVCO.
The tour ended in Berlin where the delegation met with representatives of the Deutscher Bundestag Petitionen and the Bundesbeauftragte für den Datenschutz und die Informationsfreiheit (Federal Commissioner for Data Protection and Freedom of Information).
