The Spanish Tax Administration Agency, with the support of the FIIAPP, is helping Brazil to improve its electronic inspection and tax fraud reduction instruments.
The General Coordination of Taxpayer Register Management of the Receita Federal do Brasil (RFB) received technical assistance from the Spanish Tax Administration Agency (AEAT) at a meeting held at the premises of the Escola de Administração Fazendária (ESAF), an operating partner of the EUROsociAL Programme, with the coordination of the FIIAPP. The aim of this meeting was to perfect the Brazilian taxpayer registry, which will enable it to improve its electronic inspection systems and thus reduce tax evasion.
The participants at the event were 40 taxpayer registry managers of the Receita Federal de Brasil, from the federal capital and the other tax regions. This group operates in the current systems and on the projects for the restructuring of the Brazilian taxpayer registry, and they were trained by two speakers from the property registry of the Spanish Tax Agency.
According to Flávio Vilela Campos, general coordinator of the management of the taxpayer registry of the Receita Federal do Brasil, the aim of the event was to exchange information about the Brazilian and Spanish models and those of other countries within the scope of EUROsociAL. “With the initiatives underway in the different countries, we can incorporate knowledge and identify the points for improvement of the registry, which is the infrastructure for the administration of taxes and customs”, said Campos.
The general coordinator also explained that the taxpayer registry encompasses information about natural persons, legal entities, real estate and the register of pensions. The importance of the adequate management of this segment extrapolated to the context of the RFB, also benefits the municipal and state administrations and other ministries and public bodies.
This activity forms part of the initiative for the promotion of the voluntary fulfilment of tax obligations, which is coordinated by the Technical Public Finances Unit of the FIIAPP and executed by a group of partners of the programme which includes the Spanish State Tax Administration Agency (AEAT) and the Inter-American Tax Administration Centre (CIAT) in Panama, as well as the Spanish Fiscal Studies Institute as an financial operating partner.
This initiative continues the line of work begun in the first phase of EUROsociAL and it includes different activities such as exchange visits, consultancies and internships in different spheres related to tax administration.
